We are pleased to announce that the National Digital Twin Programme has formally joined the OSPO Alliance (Open Source Program Office Alliance) as a supporting member.
The OSPO Alliance is a non-commercial initiative launched in 2021 by European non-profit organisations, including OW2, Eclipse Foundation, OpenForum Europe, and the Foundation for Public Code. Its goal is to promote excellence in open source software management by offering actionable guidance, tools, and best practices to all types of organisations, public or private, regardless of size or structure.
At its core, the OSPO Alliance supports those looking to manage the use of open source software more effectively and professionally, while also reducing risk, increasing predictability, and encouraging broader adoption across systems and sectors.
We have followed the OSPO Alliance’s work for some time and have found real value in the resources they have made available — in particular, the Good Governance Handbook, which has helped shape how we manage both our open public code and unreleased private code under development. By signing the Statement of Support, we are now formally extending our commitment to the open source community and aligning ourselves with others working to improve the governance and adoption of open technologies.

Working in the open
The NDTP was established to drive the growth of national capability in digital twinning technologies and processes, and to do so transparently, collaboratively, and in the open.
This approach is foundational rather than incidental. One of the key programme principles is to “develop and promote open, reusable assets, released incrementally.” This means that wherever possible, the programme will publish its work under open source licences, release code and documentation in active development, and invite engagement from across the public and private sectors.
We believe that open source methods:
- Promote greater transparency in how digital infrastructure is designed and deployed
- Enable more organisations to participate, reuse, and adapt what is being built
- Support the creation of interoperable systems that work across domains and institutions
- Reduce duplication of effort and long-term cost
- Build shared trust in the foundational technologies that underpin national capabilities
